CEF Transport Calls for proposal

The 2016 CEF Transport Calls for Proposals make €1.9 billion of funding available for projects of common interest in the transport sector. The specificity of EC funding for CEF transport calls is that it only covers up to 50% of the costs, meaning that each participant shall bring at least 50% of its planned budget. These calls are divided into two different types (Cohesion calls and General calls) which are themselves split between the 2016 Annual Work Programme and the Multi-Annual Work Programme (2016).

Last week, on 13th October, opened the 2016 CEF Transport Calls for proposal, with a deadline for submission of proposals set to 7th February 2017.

First types is Cohesion calls which are only for proposals in EU Member States eligible for funding from the Cohesion Fund, with a total indicative budget of €1.1 billion. Cohesion calls should focus on  projects for the Core Network -  “Removing bottlenecks and bridging missing links, enhancing rail interoperability, and, in particular, improving cross-border sections” (Budget €250 million).

In the MAP, “Removing bottlenecks and bridging missing links, enhancing rail interoperability, and, in particular, improving cross-border sections” / “Ensuring sustainable and efficient transport systems in the long run, with a view to preparing for expected future transport flows, as well as enabling all modes of transport to be decarbonised through transition to innovative low-carbon and energy-efficient transport technologies, while optimising safety” / “Optimising the integration and interconnection of transport modes and enhancing the interoperability of transport services, while ensuring the accessibility of transport infrastructures” (Budget €849.5 million). It addresses all priorities like  corridors of the Core Network, other Sections of the Core Network, Rail Interoperability, European Rail Traffic Management System (ERTMS), New Technologies and Innovation,  Safe and Secure Infrastructure,  Single European Sky – SESAR, Intelligent Transport Services for Road (ITS),  Motorways of the Sea (MoS), Nodes of the Core Network and Multimodal logistics platforms.

Second type is General calls are open to all EU Member States, with a total indicative budget of €0.8 billion. General calls should focus on  “Removing bottlenecks and bridging missing links, enhancing rail interoperability, and, in particular, improving cross-border sections” / “Ensuring sustainable and efficient transport systems in the long run, with a view to preparing for expected future transport flows, as well as enabling all modes of transport to be decarbonised through transition to innovative low-carbon and energy-efficient transport technologies, while optimising safety” (Budget €190 million). Priorities are  on projects on the Core and Comprehensive Networks, projects to connect with neighbouring countries, freight transport services and rail freight noise

In the MAP, “Removing bottlenecks and bridging missing links, enhancing rail interoperability, and, in particular, improving cross-border sections” / “Ensuring sustainable and efficient transport systems in the long run, with a view to preparing for expected future transport flows, as well as enabling all modes of transport to be decarbonised through transition to innovative low-carbon and energy-efficient transport technologies, while optimising safety” / “Optimising the integration and interconnection of transport modes and enhancing the interoperability of transport services, while ensuring the accessibility of transport infrastructures” (Budget €650 million). It addresses all priorities like European Rail Traffic Management System (ERTMS),  New Technologies and Innovation,  Single European Sky – SESAR, Intelligent Transport Services for Road (ITS), Motorways of the Sea (MoS) and Nodes of the Core Network.
